Out of all the Straw Hat Pirates in One Piece, the one member who needs a Haki power up the most is none other than Nico Robin, the archaeologist of the crew. Robin has been a part of the crew since the Alabasta saga, and she has contributed to the progress and development of the Straw Hat Pirates in more ways than one can imagine.

However, when it comes to fighting against strong characters, Robin does not rank as high as members like Sanji, Franky, or Brook. And the only reason behind this is that she does not have Haki abilities, which could prove to be a big disadvantage on the battlefield. Thus, it has been incredibly frustrating for the One Piece fans to see Robin being pulled back.
Not only that, but during the time skip, Robin trained with the Revolutionary Army, which currently has some of the strongest characters in One Piece. Fans expected her to get at least the basic Haki abilities, but maybe Eiichiro Oda has a valid reason behind it, which he hinted at through Kaido’s speech about Haki in Wano.
Robin’s inability to use Haki is quite frustrating
Nico Robin is one of the most targeted characters in One Piece, as the World Government has been trying to capture or kill her since her introduction in the series. And although she has a decent Devil Fruit power that can get her out of most of the troubling situations, it is still not enough.
Also, she recently awakened her Devil Fruit powers, but even after that, she is not ready for the upcoming threats that will be particularly targeted toward her because of her talents as an archaeologist. Thus, fans had hoped that she might learn to use at least one of the three Haki abilities, as it is arguably the strongest power in One Piece.

Plus, combining Haki with her Devil Fruit powers would make her one of the strongest members of the crew.

But Oda, for some reason, has avoided giving Haki abilities to Nico Robin, and even though the One Piece narrative has entered the final saga, there are still no hints of her achieving Haki in the future.
Nico Robin’s inability to use Haki was indirectly explained by Kaido
During the battle of Onigashima, when Kaido was fighting Luffy, he emphasized the importance of Haki in the New World of One Piece and how it is going to change the world. He also pointed out that Haki will conquer it all, which led to fans speculating that Haki might be the only power needed in the final phase of One Piece.

However, what he actually meant was that Haki is the manifestation of willpower, and having strong willpower can achieve anything and grant success against any obstacle. Thus, in order to use Haki abilities, a One Piece character needs to have strong willpower, which might not be the case with Nico Robin, considering her past in the series.
Since her childhood, Nico Robin has only suffered, and that too at the greatest extent. She has been hunted, assaulted, and forced to stay on the run, which could affect the willpower of even the strongest characters. And although she has started growing after Enies Lobby, it is still not enough to unlock her Haki potential in One Piece.
