When the time skip ended, and it was revealed that Kuzan had left the Marines, fans were actually shocked because he was one of the few Navy soldiers who actually understood justice.

One Piece’s creator, Eiichiro Oda, has a habit of foreshadowing big mysteries about the story and characters within the narrative. However, there are some moments where what’s delivered is the real truth, and that may be the case with Kuzan. While it is guaranteed that he is going to betray the Blackbeard Pirates, the speculations that he is a spy might not be true at all.

There is a chance that he might actually want to become an outlaw, so that he can execute his form of justice in the best way possible within One Piece, without any kind of restrictions.
Thus, it is a possibility that Kuzan has decided to take matters into his own hands and deliver justice in his own way. This way, he won’t have to answer anyone about his actions, and it will also help with his character development within the One Piece storyline.
