‘I wouldn’t be able to predict’, admits Minister on timeline for Ireland’s sky-high rent prices to fall amid reform laws
HOUSING Minister James Browne has no idea when Ireland’s sky high rent prices will start to fall – despite introducing a slew of major reforms to rental rules for tenants and landlords.
The average rent across the country has climbed to over €2,000 per month.


At the same time, the number of new apartments to rent being built has collapsed in Ireland in recent years.
Today the Government announced a series of changes for the rental sector in a bid to attract international investment into the housing market and improve protections for renters.
Currently, rent pressure zone rules mean landlords in designated areas of the country can only raise their rent by two per cent per year.
However, there are a series of problems with this system with rents regularly climbing above this two per cent cap.
The Government claims that this cap is also a deterrent for international investment funds who fear that it will reduce their potential profitability if they invest in the sector.
Today, Housing Minister James Browne announced four key changes to the rental sector.
Firstly, the two per cent rent pressure zone cap will now be extended to the entire country for people currently living in existing rental properties.
However, this cap will not apply to newly built apartments.
Instead, landlords who own newly built apartments will be able to increase their rent every year in line with inflation.
The third change will see new six year terms introduced for renters from next year with landlords able to “reset” their rent to market value at the end of each six year term.
CHANGE TO RULES
The final change will see “no fault evictions” outlawed for large landlords who own more than three properties.
This means these landlords cannot boot out tenants where there has been no breach of the rental agreement.
Minister Browne said that the only way to bring down rent prices in Ireland was to increase supply.
The Fianna Fail TD said international investment funds were key to increasing the supply of apartments because the Government funding is focusing on building houses.
Asked directly if he believes the price of rent in Ireland will fall over the next two years on the back of his new changes, Minister Browne said: “I expect rents to fall over time. What that particular length of time is I wouldn’t be able to predict.”
The launch of the new rules caused significant confusion in the Dail with a series of questions over when landlords will be able to reset their rents to market value.
‘SACRIFICIAL LAMB’
Ironically, Minister Browne told the media that the changes were being introduced to “simplify” rental rules.
Sinn Fein leader Mary Lou McDonald took aim at the decision to enable landlords to reset their rents to market value when a tenant voluntarily leaves their property.
She said: “Under the government’s proposals, as one renter walks out the door, they will be replaced by another whose rent will have ballooned.”
Social Democrat TD Rory Hearne claimed that the ability for landlords to reset their rents every six years is leaving renters as the sacrificial lamb for investment funds.
Taoiseach Micheal Martin defended the policy reform and claimed that there will be no changes for any current renters.

A DIY fan has given her garden the ultimate makeover thanks to her new privacy fence.
Liz Smith took to social media to share the new addition to her backyard and how she did it on a budget.


Sharing an image of the garden, Liz had put up a black privacy ‘fence’ and decorated it with a woodland-themed mural.
But instead of forking out for pricey wood, she decided to upcycle old items she had lying about in her house.
The DIY whizz revealed she had some old Ikea folding doors knocking about, so she decided to use them instead.
Liz said: “Used old IKEA doors and sticky back plastic murals from Temu for the frieze to make a focal point”
The black doors were sealed shut and Liz then added the stick-on murals to each door.
The cheap and effective decoration is currently on sale at Temu for £8 instead of £30.
She revealed she used screws to fix the doors to the top and bottom of the brick wall to keep them upright.
The gardening pro also pointed out that her plants were still growing despite the doors blocking the light out.
“Plants still growing so the lighting will soften on the house,” she said.
To finish the garden makeover, she added plenty of twinkling fairy lights around the border of the doors and along the wall of the house.
The post was shared on the Facebook group, Garden Makeover Ideas On A Budget, and people were in awe of her DIY skills.
One person wrote: “Stunning, love it. What a great original idea to do that with the doors!”
Another commented: “It’s lovely I love the lights.”
“Beautiful,” penned a third.
Rules on fences and trees
Fences:
- Height Restrictions: In most areas, fences in front gardens should not exceed one metre in height without planning permission. For rear gardens, the limit is generally two metres.
- Shared Fences: If a fence is shared with a neighbour, both parties are typically responsible for its maintenance and any costs associated with repairs or replacement.
- Building Regulations: Ensure that any new fence complies with local building regulations and does not obstruct visibility for drivers or pedestrians.
Trees:
- Ownership: Trees located on your property are your responsibility, including any damage they may cause. Conversely, trees on a neighbour’s property are their responsibility.
- Overhanging Branches: You are entitled to trim branches that overhang into your property, but only up to the boundary line. The cut branches should be offered back to the tree owner.
- Protected Trees: Some trees are protected by Tree Preservation Orders (TPOs). Check with your local council before undertaking any work on a tree, as unauthorised work can result in fines.
- Roots: If tree roots from a neighbour’s tree cause damage to your property, you have the right to remove the roots. However, it is advisable to discuss this with your neighbour first to avoid disputes.
Always consult your local council or a legal adviser for specific regulations and advice.

The stunning reality star, 26, shot to fame on season nine of Love Island after she dated Casey O’Gorman in the villa two years ago.



But Rosie has now revealed she has found love again, after a difficult year which saw her lose her dad.
During an Instagram Q&A, the former Islander revealed how she is in a relationship.
Asked by a fan if she “was single”, Rosie simply replied: “No I’m not.” – followed by a love heart emoji.
Rosie also shared a picture with her new man, although she has kept his identity a secret.
In the sweet snap the pair are stood on an idyllic shore, with their backs turned away from the camera.
FAMILY TRAGEDY
Rosie finding happiness again, comes after she went through a heartbreaking family tragedy last year.
The former Islander revealed last July how her beloved dad had sadly passed away.
Beginning her social media post with a white dove, white heart and the date “11.07.24”, Rosie said: “I don’t think I’ll ever come to understand why this has happened, words cannot even begin to express the pain I feel, the sadness feels endless knowing there is a piece of me missing that nothing will be able to fill

Meanwhile, leaving the villa together, Casey and Rosie’s relationship ended as soon as the cameras stopped rolling.
Rosie told fans on her YouTube channel that she hadn’t seen or heard from the Love Island contestant after leaving South Africa.
She said: “Coming back to the UK we barely spoke if I’m honest.
“We were both with friends and family. That’s fine but for me, I think I did reach out and I didn’t really hear anything back.”
Rosie added: “And I felt there was not any effort made.

A WRITER has described how a man flew from the US to watch her sister take her own life after meeting on a “sick” online forum.
Adele Zeynep Walton, 26, told how her sister Aimee was discovered dead by cops in a hotel room in October 2022.



Aimee, who was just 21-years-old at the time, was found with a total stranger, who had flown from the US to watch her die.
The sisters – who were raised in Southampton, Hampshire, both had active online lives growing up, but Aimee more so.
Adele said that Aimee, who was neurodivergent, was bullied as a teenager and turned to online communities instead.
When the pandemic hit, Aimee withdrew even further into the online world, her sister – writing in The Telegraph – explained.
She broke up with her boyfriend and spent an increasing amount of time in her room.
The first Covid lockdown in England was announced in March 2020, and the third was on January 2021.
It was in October 2022 that Adele – who was 25 at the time – and her parents were told that Aimee was dead.
Aimee was found in a hotel room in Slough, Berkshire, 60 miles away from her home – with a stranger.
They had met through a sick online forum that “partners” up people looking to end their own lives.
This forum was also how she got her hands on the substance that killed her – reportedly from Kenneth Law, who has been linked to 88 deaths in the UK.
According to The New York Times, the forum was founded by two men who run several “incel” websites.
Adele took it upon herself to visit the thread and said many of the posts said: “Your family don’t care about you” and “You should do it.”
She told The Guardian that the man who was with her little sister could have been “living out a sick fantasy as an incel who wants to see a young and vulnerable woman end her life”.
The man told police he had been working for the 11 days he spent in the hotel room with Aimee.
Adele wrote in The Telegraph: “This forum has taken at least 50 UK lives, including my sister.
“From looking at the forum myself, I can see just how easy it is to end up in a rabbit hole of despair, where vulnerable users are told their loved ones don’t care about them.
“Being informed by police that Aimee died in a hotel room with a stranger who she met on this forum, and who flew from the US to witness her death, still haunts me.”
Adele now campaigns about the harms of the online world and has written a book called Logging Off: The Human Cost of Our Digital World.
