Tax administration in Ghana is complex – Kwasi Sarpong

Commissioner-General of the Ghana Revenue Authority (GRA), Anthony Kwasi Sarpong, has acknowledged the complexities of tax policy and administration in Ghana, stating that the diverse nature of the country’s economy presents significant challenges.

Speaking at the National Economic Dialogue on Channel One TV, he explained the intricacies involved in implementing tax policies effectively.

“This is a very important question, and it’s also a complex matter, both within the context of tax policy and, of course, tax administration—in other words, implementing the policies and the laws that we do have,” he said.

He pointed out that Ghana’s economy comprises various segments, each requiring a tailored approach to tax collection.

“If you look at this country, you can segment it into various components.

“You have the high-level developed businesses, the middle-level businesses that are thriving but still putting their processes together, and then you have the very huge informal sector.”

Sarpong further highlighted that the informal sector poses a major challenge to tax administration, given its significant contribution to Ghana’s economy.

“Some statistics indicate that the informal sector accounts for over 60 or 70% of our GDP. So, if you have 70% of contribution to economic development coming from the informal sector, then you really have a challenge.”

According to him, addressing these challenges requires a strategic approach to tax policy implementation that balances compliance enforcement with business support.
