OSP payroll fraud? Martin Amidu questions integrity of staff appointments

Former Special Prosecutor, Martin Amidu, has launched a scathing critique against William Kissi Agyebeng, accusing him of violating legal protocols in staffing the Office of the Special Prosecutor (OSP).

Amidu claims that from the time Agyebeng assumed office on 9 August 2021 until 7 June 2024, no staff at the OSP had undergone the mandatory vetting, probation, and confirmation of appointment as required under Regulations 7 and 12 of L.I. 2373.

Despite this, he asserts that the employees were placed on the OSP payroll under Act 959, which he describes as fraudulent.

“Only Kissi Agyebeng knows the answer to how the staff of the OSP passed their crucial integrity test, probation, and confirmation of appointment under Regulations 7 and 12 of L.I 2373 for purposes of being on the OSP payroll without it being fraudulent,” Amidu stated.

Amidu further alleges that Agyebeng unconstitutionally appointed staff without subjecting them to due process and failed to ensure they were fit for office.

He also raised concerns about the involvement of the Federal Bureau of Investigation (FBI) through the American Embassy in Ghana, claiming that the Special Prosecutor unlawfully used them to coerce staff members into undergoing a polygraph test.

Additionally, Amidu pointed fingers at Sammy Darko, whom he identified as Agyebeng’s friend and a former colleague from his law firm, Cromwell Gray LLP, accusing him of benefiting from these irregular appointments.
